First Rail London (FRL) is the train operating company responsible for running the London Overground network under a concession agreement with Transport for London (TfL). The concession began in May 2026.
First Rail London is the new operator of the London Overground.
Our culture is designed to be agile, innovative, and inclusive. We value collaboration, celebrate diverse perspectives, and empower colleagues at all levels. Every member of our team, from customer-facing station staff to drivers, contributes to keeping London moving, improving customer experience, and delivering a safe, high performing railway.
Joining First Rail London means becoming part of a positive, supportive workforce that is passionate about serving communities across the capital.
At First Rail London, we put our people first by offering strong development opportunities, and a workplace where colleagues feel valued and supported. Our culture is built on inclusion and belonging, with recruitment and training that reflect the diversity of the city we serve.
We invest heavily in growth and wellbeing—from structured development programmes and leadership pathways to open, compassionate leadership and a proactive safety culture. At First Rail London, we are committed to placing equity, diversity and inclusion (EDI) at the heart of how we operate the London Overground. We define equity as ensuring people receive the support they need to thrive, diversity as valuing the wide range of backgrounds and experiences our colleagues bring, and inclusion as creating a workplace where everyone feels respected, supported, and able to contribute fully.
Our aim is to build a fair, safe, and welcoming environment which is free from discrimination, bullying, and harassment. We want to build an environment where everyone can bring their whole selves to work. This commitment aligns with Transport for London’s focus on fairness, inclusion, and representation across the network.
Inclusive Workforce:
We are dedicated to fostering a culture in which colleagues feel valued, listened to and empowered. This includes embedding inclusive leadership behaviours, offering mandatory EDI training to all colleagues, promoting psychological safety, supporting active colleague networks, and maintaining clear routes for reporting concerns.
By championing inclusion at every level, we aim to strengthen engagement, support wellbeing, and provide fair opportunities for development and progression across our teams.
Reflecting the Communities We Serve:
As the operator of the London Overground, we are committed to building a workforce that reflects the diversity of the communities along our network. This includes actively improving the representation of women, disabled and neurodiverse colleagues, and people from ethnic minority backgrounds, as well as taking steps to remove barriers to recruitment, retention and progression.
By gathering and acting on diversity data, engaging with local communities, and maintaining fair and transparent employment practices, we aim to create a railway that truly represents and serves London.
First Rail London is dedicated to operating the London Overground in a way that protects the environment, supports public health, and contributes to a greener future for the city. Our commitments align with Transport for London’s environment plan and focus on meaningful long-term environmental stewardship, including our preparations for a changing climate.
We will embed sustainability across every part of our operations—reducing resource use, minimising waste, improving efficiency, protecting biodiversity, and maintaining environmental management systems throughout the network. We consider environmental responsibility central to decision-making at all levels. We monitor and calculate our positive social value impact and support initiatives to improve this annually.
Net Zero Commitment:
First Rail London is committed to achieving Net Zero carbon emissions for London Overground by 2030, supporting TfL’s ambition for a zero-carbon city. This includes reducing energy consumption, transitioning away from fossil fuels, and continuously improving how we measure, manage, and report carbon impacts.
Climate Emergency:
We recognise the climate emergency and commit to ensuring the London Overground is resilient to climate change. Our commitment includes assessing climate risks, preparing the network for extreme weather, and integrating climate adaptation into planning, infrastructure, and operational decisions.
Air Quality:
We are committed to improving air quality for customers, colleagues, and the communities we serve. This includes monitoring air quality across the network, reducing emissions from our operations and supply chain, and continuously improving onboard and station environments to support cleaner air.
